Offensive subjects (elaborate): please don’t bring up anything blasphemous or sexual around me, I don’t even want to hear suggestive jokes. No nudity either. … and because it’s come up, I am not interested in incestuous pairings.

Hugging this character: go right ahead! He hugs people when he’s happy and grateful too.

Flirting with this character: it's fine as a one-off gag--expect him to flirt back in a comically bad manner in the hopes of scoring a free meal, because that's what his big bro Yota would do. Depends on age, though! If significantly older than him, you might just creep him out and make him gag; if Yota's around, he'll try and extort money out of this. Look, either way, they're going to try and make money off of the situation.
Fighting with this character: no problem, given that he's a villain, he gets beaten up a LOT in canon (he just gets off a LITTLE easier, in that no one smashes his sunglasses on his face).
Injuring this character (include limits and severity): small cuts and scrapes are allowed, anything longer lasting and more severe like broken bones and scars must be discussed first.

Warnings:

Guta is a somewhat reluctant villain's lackey and a relatively easy one to defeat, a nuisance on the level of the Team Rocket trio. He's faster than his older brother, but he's probably a bit physically weaker (they're both pretty weak), as he's only a child.

Guta has threatened kids at gun-point in canon and been ordered by Yota to shoot at adults. Together with his brother, he has left kids for dead on deserted road and has taken kids hostage several times.

He is cautious about trusting others and isn't as immediately sympathetic as Yota is to the plight of children in bad situations, but that lacking pity might also be because he... doesn't think their own situation is that bad, as living a life of crime's become rather normal to him. He lacks perspective, still being a kid himself, but he's still got a good heart underneath it all, too, and is much less likely to act out on his own.

I won’t have him pull a weapon on anyone without OOC permission first! He's unlikely to do so without an order from Yota anyway.

Guta’s a con-man (er, con-cat?) and frequently steals, pick-pockets, attempts armed robbery (won’t involve weapons without prior OOC discussion!), and tells tall tales hoping to earn sympathy and free stuff.

Palm Town is 80's inspired and seems to be set in the 80's of his world, but the mores, tech, and fashion is slightly more in line with the 30's-50's. Maple Town is 1920's-inspired and has more Victorian sensibilities and fashion sense, while Palm Town is relatively more "modern," but still quite modest and they don't even have TV yet!

Guta's being raised with some rather old-fashioned ideas about men and women, although he's a rather sensitive and meek boy--Yota often insists he "be a man," but they're not that all that sexist, relatively speaking, as they're often outsmarted by two little girls and recognize them as a genuine obstacle--Guta has a plushie he can't sleep without and Yota doesn't mind this and keeps it secret... at least until he brings it up to the other kids to humiliate him during a big fight. Guta's somewhat regularly made to crossdress for various schemes and is usually a bit grumpy about it, as he tends to be about any of Yota's plans, to be fair.

Corporeal punishment in his time is still very common, so unfortunately, a lot of spanking, hitting, etc. children as punishment for big or even very small offenses is common. Raised hands and loud, angry voices will make Guta flinch and try to shield his face. Sometimes, just making a mistake, like breaking something, will have Guta hiding his head and expecting to be hit--even if it doesn't lead to that, so if that's a little heavy to play against, you could always opt-out of interacting with him... or request that just those specific behaviours be avoided and we'll see if we can still play together!
